The report, compiled by the Colorado-based venture capital and research firm Saoradh Enterprise Partners (SEP), evaluates metropolitan areas based on a composite score derived from 13 datasets. Philadelphia achieved a score of 120 out of 1,000, placing it just behind the Research Triangle in North Carolina (121) and Atlanta (124), while narrowly outpacing Baltimore (113). The top three positions were claimed by the Bay Area, Boston, and New York, respectively.

State Support: A Critical Gap

A significant factor hindering Philadelphia's ascent into the top 10 is the lack of robust state-level support for clean technology. SEP's index, which measures jobs per capita and advanced energy legislation, awarded Pennsylvania a dismal score of 1 out of 100. This contrasts starkly with California's perfect score, which propelled three of its cities into the top tier.

Pennsylvania's Alternative Energy Portfolio Standards Act, enacted in 2004, has not been updated since. Senate Bill 300, proposed in April, seeks to modernize this legislation by mandating that 8% of the state's energy come from renewable sources such as solar and wind. However, the bill remains stalled in committee, reflecting the broader challenges faced by sustainability initiatives in the Republican-controlled legislature.

The state's significant natural gas and coal industries further complicate the cleantech landscape. Pennsylvania ranked second in natural gas production and third in coal production in 2020, with most extraction occurring in rural areas. This fossil fuel dependence may not directly impede urban innovation but does shape the political and economic context.

Despite these obstacles, Philadelphia's cleantech ecosystem thrives, bolstered by academic and entrepreneurial efforts.
